The organization responded to an article on borsonline.hu that wrote that European Union Health Commissioner Stella Kyriakides “denied” that Brussels had anything to do with the agreements. According to the newspaper, the contracts were classified as sensitive as if they “want to keep something secret.”
The European Commission, on behalf of the European Union member states and with their consent, has concluded preliminary agreements with six vaccine manufacturers to purchase coronavirus vaccines, the representative of the European Union wrote.
These agreements define the basic conditions for the joint purchase of vaccines. They said that any member state could have chosen not to participate in this agreement, but that none had taken the opportunity.

Member states individually enter into specific order contracts with manufacturers. The terms of delivery and the practical quantity for that case are specified in these contracts

Speaking of these member states’ orders at the commission’s press conference on Thursday, a European Commission spokesperson said that it is not the European Union Commission but the member states that will enter into the contracts, “which of course does not contradict the existence of pre-procurement. Agreements signed by the Commission.”
He also mentioned that the European Commission is committed to transparency in the framework agreements of the European Union it enters into, but disclosure of documents is not reliable.
The confidentiality of contract terms has been stipulated by vaccine manufacturers citing their commercial interests 2.
“Therefore, agreements can only be announced legally with the consent of our contractual partners. In light of this, the European Commission is in contact with the companies (…) so that the largest possible number of framework contracts can be announced,” the communication said.
The European Union Commission has already disclosed three contracts – AstraZeneca, CureVac and Sanofi-GSK – with the approval of the companies in question, which withholds some confidential business data.
