So far, little is known about who this Rat King is and what kind of person his followers will be. However, in the show we see several examples of people from diverse backgrounds who belong to his sect. Batman must decide how far he is willing to go to stop this evil.
Unfortunately, the trailer doesn't show any gameplay, so it's still a mystery what it will be like. However, it is already known that the story will take place chronologically between Batman: Arkham Origins and Batman: Arkham Asylum.
