The Russian president will decide whether to attend the ceremony himself or appoint another high-ranking official to do so on his behalf.
The embassy added.
The Mexican Foreign Ministry later told Reuters: Invitations to the inauguration of the new president were sent to all countries with which Mexico has diplomatic relations..
