Michael Rubin, a senior fellow at the American Enterprise Institute, confirmed that senior U.S. officials presented the proposal to their Turkish counterparts in July.
In exchange for re-entering the F-35 program, they demanded that Turkey hand over the S-400 systems to the United States or move them to the U.S.-controlled sector of Incirlik Air Base.
