Now that we are close to its introduction, it is worth taking a closer look at the changes related to the energy efficiency certification system.

Here are the five most important changes
The legal background for energy certificates, and thus the process of preparing the certificate, will also change. The most important parts of the change are the following:
- Energy certification is still mandatory, but its administration is changing: Delivery of the energy certificate will remain mandatory when selling or renting. According to the new regulations, the document’s HET number (the unique identification number in the upper right corner of the energy certificate) does not need to be entered in the contract, but must be provided by the day of signing the contract, and the document must be delivered no later than the day of delivery of possession.
- It must be indicated in the advertisement: Until now, the energy rating had to be indicated in the advertisement only if the property had a certificate. From November 1 of this year, its inclusion in the advertisement will be mandatory.
- Variable energy classes: The previous scale is converted from AA++ to JJ to A+++ to I. In addition, the properties will have two energy ratings. One indicates the energy characteristic used so far, while the other classifies it based on the CO2 emissions per residential unit.
- The shelf life is reduced: Instead of the previous 10 years, certificates will be valid for a maximum of 5 years from the date of issue. Certificates before November 1, 2023 will be valid for 60 days after November 1, after which all certificates before November 1 will become invalid.
- The content of the certificate will be more understandable: The energy quality of boundary structures (external walls, windows, roofs, etc.) and mechanical systems (heating, domestic hot water system, ventilation, etc.) should be rated separately on a 5-level scale (poor-poor)-average-good-excellent), In addition to more detailed energy development proposals for the property, through which the property can reach the two highest levels (“Good” and “Excellent”).
More changes
In addition to these changes, other changes are also expected In the new energy certificate.
- It evaluates not only the energy efficiency of the building as a whole, but also of the building’s individual technical systems and structural elements of the building
- It also records a detailed proposal for renewal and modernization, divided into periods
- Provides a proposal for the level of requirements for major renovations and meeting the level of requirements for buildings with virtually no energy requirements
- The possibility of issuing certificates depends on the measurement of energy consumption
