Kim Jong Un said, according to the Korean Central News Agency.

Kim described the recent floods as a man-made disaster and pointed to a failed construction project that was supposed to improve sanitation in the area. He added that the investment continued despite the discovery of a large leak. He ordered severe disciplinary action against those responsible for the flood damage.
