The building, colloquially referred to only as the “Commander's Arm”, was once a military intelligence center for the now-defunct Yugoslavia. For many Serbs, these monuments are a reminder of NATO's bombing of military and political targets in Serbia, Montenegro and Kosovo aimed at stopping President Slobodan Milosevic's ethnic cleansing, or bloodbath, in Kosovo.
