The United States and the European Union have concluded an agreement on artificial intelligence. This is the first international treaty in history on artificial intelligence.
The US-European agreement establishes a strategic partnership through which research and development will be coordinated in key areas such as extreme weather and climate forecasting, emergency management, healthcare and pharmaceutical manufacturing, as well as improving energy networks and agriculture.
According to the plans, the joint regulation will also settle the issue of personal data, bias in machine intelligence, democracy, human rights and legal certainty.
The high-level official who announced the preparation of the agreement stressed that countries will be able to work together in such a way that the data always remains in the country in question.
Not everyone had an opinion
Not only does the contract provide co-benefits, it may also prevent unwanted regulations.
Last November, the United States began developing the agreement by the Council of Europe’s Artificial Intelligence Working Group. Based on the American proposal, only member states, not civil organizations, participated in the preparation. The United States representative stated that they did not want their position to become known to civilians during the negotiations. Presumably, this was important so as not to reveal how the American state was trying to reap benefits for the country’s companies. Civilians could only comment on the final version of the agreement. The relevant organizations object to this measure, as well as Turkey, Poland, Slovenia, Austria and Japan, which are present as observers.
