One of the largest economic development programs in Europe is being implemented in Debrecen – the mayor spoke about this in the Közügy program.
Government decree on emergency environmental protection, water management, working group, economic development – among others, these topics were discussed in the Közügy program on Debrecen Televízió.
As is known, regarding the government’s emergency environmental protection decree, László Papp stated that no subsidy could be applied to battery factories. The next day, a ministerial directive signed by Prime Minister Gergely Gulyas was published in the Official Gazette, which revealed that EPA contracts for battery factories could not be concluded at all.
In this regard, the mayor said in the program that he saw, after reviewing the government decree, that its wording could actually lead to a “serious misunderstanding.” He added that trust in the authorities is extremely important and “we must be able to ensure” that environmental protection rules are not specific to desk drawers, but that “we apply that to everyone.”
– No excuses, you can’t play by the environmental rules! This was undermined in the Donaver case, and people were right to think that this also applied to battery factories. He stressed that after the government’s promise had no written effect for a long time, “I picked up a pen” and said, “Stop for a moment, because this uncertainty is not very good.”
A ministerial directive was subsequently issued, which clarified that this relief does not apply to battery factories and factories carrying out related activities.
Water base issue
Laszlo Papp also talked about the fact that one of the most unnerving problems related to battery production is the water problem.
– Although this case is a bit hysterical, because Debrecen has had, and will have enough water – he pointed out.
He added that the first phase of Sevaqua will be completed at the end of the year, which represents a major step forward. He highlighted:
“There is no problem with the water balance in Debrecen,” but that does not mean “we should not pay attention to the water base.”
He added that this is also the reason behind taking government decisions requiring the recycling of pure wastewater and providing the necessary resources to develop this technology.
László Papp also spoke about the fact that public procurement procedures for industrial parks will soon be announced, where “purified sewage technology will be created and the necessary functional and technical conditions will be built.” As he said, the companies involved “have a clear commitment to using pure wastewater in their cooling technology and in their water-intensive activities.”
Laszlo Papp stressed that Debrecen is a business-friendly municipality with a position that supports the economy, but this does not mean that they “side with business, companies or factories against the people.”

The mayor stressed that the safety of Debrecen residents is not a matter of contract, and no one can enjoy it, but it is an obligation that we must take care of every moment as we do so.
Create a work team
Laszlo Papp pointed out that many developments – whether state or local government investments – have taken place and are happening in the city, which are usually linked, “and that is why a working group with the participation of the Ministry of Construction and Transport and the Debrecen City Government has been formed. This is nothing new.”
“One of the largest economic development programs in Europe is being implemented in Debrecen,” he added. BMW is building a building of several hundred square meters in a new industrial park, the implementation of which requires serious preparation. For this reason, a working group was formed after the decision on the investment was made, and its task, among other things, is to know what type of investments should be initiated and at what pace, and to prepare the necessary procurement procedures, or to dissolve them. In cooperation with ministries or municipalities in the event of an obstacle or problem.
– The working group itself was clearly established with the aim of ensuring the smooth and professional implementation of developments in Debrecen.
The Mayor also talked about that when comparing the economies of the surrounding and dominant cities in Central Europe, such as Krakow, Kassa, Cluj-Napoca and Timisoara, with that of Debrecen, it can be seen that the city in Civišvaros lags far behind.
