Although the Portuguese government has not named any Chinese manufacturer, it can easily ban the use of Chinese 5G devices in its country by law.
According to a law passed by the Portuguese government last August you can specify Carriers may exclude, limit or prohibit the use of related equipment. The Portuguese Cyber Security Council, CSSC, decision prohibits the use of equipment from suppliers located outside the European Union or from countries that are not members of the North Atlantic Treaty Organization (NATO) or the Organization for Economic Co-operation and Development. Although the CSSC did not specifically mention China or Chinese suppliers, it did warn that suppliers or service providers located in countries where government pressure activities in third countries pose a significant security risk.
The decision also describes it as a security risk if the country in which the supplier is located does not conclude an agreement on data protection, cyber security or intellectual property protection with Portugal or the European Union. In response, Huawei said it was aware that the Portuguese government had published its statement on the security risks of telecom equipment, and added that the company was currently collecting additional information from relevant authorities. Many countries, including the US, UK, Australia and Japan, have already effectively banned Huawei from their 5G networks, while other countries have imposed various restrictions for the time being. Several European countries, including Denmark, Sweden, Estonia, Latvia, and Lithuania, have recently banned Chinese manufacturers from being in 5G networks. And Germany recently announced that it was investigating the use of Chinese components.
