However, Putin, citing an audit in 2021, said that most resources in the information systems and communications networks of government agencies are vulnerable to mass attacks and a devastating external influence, especially when the latest generation of foreign technology is deployed.

It is necessary to minimize the risk of leakage of confidential information and personal data of citizens, through, inter alia, tighter controls on the use of offices and communication and communication devices.

As he said, the legal framework for cyber defense has developed significantly in Russia, which made it possible to improve efficiency, but the nature of challenges and threats is changing dynamically and rapidly. He stated that from 2025, the use of foreign information security services in the Russian public sector will be prohibited.
He reiterated that in order to strengthen Russia’s technological sovereignty, the government should create a modern Russian electronic component base as soon as possible, and ensure the development and introduction of its own technological equipment, including tools for the production of software and hardware complexes. This, he said, requires the use of the tools and resources of the previously announced National Digital Economy Program.
Putin said:
Expect suggestions on how to encourage import substitution in this area, but also on how to produce its own unique products ahead of competitors.
He identified the radical limitation of risks associated with the use of foreign software, computer equipment and communications equipment as major challenges.
