The decree constitutes more severe discrimination against the Hungarian minority than ever before, as nearly everyone in Transcarpathia also holds Hungarian citizenship. According to the official justification of the Decree on “Urgent Tasks Concerning Elimination of National Security Risks to Citizenship”, its aim is to prevent anyone from using dual citizenship to undermine Ukraine’s independence, sovereignty and territorial integrity.
