Ubisoft will not be using the original approach in the second part of The Division, as the audience gave very bad feedback to the developers.
Originally, it was planned to reset players’ characters to level 1 at the start of each season, as this way they would still have The Division 2 challenges and wouldn’t be able to rush through content quickly. On the other hand, Massive Entertainment saw that players didn’t like this concept, so there will be no seasonal characters. This change won’t affect Year 6’s plans, but the developers will have to think about the necessary changes to the new seasonal experience. More news will be announced when we get more details and we can get more feedback through livestreams and the public test server.

The Twitter announcement was met with overwhelmingly positive attention, mainly because the planned changes won’t be coming to The Division 2, but it does appear that players will be able to keep their characters between seasons, and if they want to, they’ll be able to download new content very quickly. While most people are happy to roll back the change, some are still waiting for information. Could they have a new character each season in addition to their main character, or will the main character have to be used throughout the season?
While there are still some unanswered questions, The Division 2 has been in the works for six years and still has a strong community, and it’s a credit to them for making such drastic changes. The French publisher hasn’t had an easy time with new content so far, but it’s worth recognizing that they’ve been updating the live-service model with new content for over half a decade. Of course, it would be great if the game could be played offline as well, as the first The Crew game also became unplayable due to server shutdowns.
However, Tom Clancy's The Division Heartland has been removed in the meantime (even its gameplay has been leaked).
