In his letter to Viktor Orban, Putin stressed that despite the “complex international situation,” he sees a positive turn in Russian-Hungarian relations. He stated that he will manage bilateral relations in the future on a constructive and practical basis, including important economic projects that serve the interests of the Russian and Hungarian peoples.
The Russian Presidential Office published a list of the names of the country's leaders who received a similar personal letter from Vladimir Putin:
- President of Abkhazia,
- President of Azerbaijan,
- President of Armenia,
- Alexander Lukashenko, President of Belarus,
- Kazakh President Kassym-Jomart Tokayev,
- Kyrgyz President,
- Tajik President Emomali Rahmon,
- Turkmen President Serdar Berdimuhamedov and leaders of the Turkmen Parliament
- Uzbek President Shavkat Mirziyoyev,

The interesting thing about the list is that there is not a single politician from Western Europe or America among those who were welcomed, that is, this gesture was addressed primarily to “friendly” countries.
