The American news channel CNN wrote a fairly detailed article about what cluster munitions are, and highlighted the fact that Equipping the Armed Forces of Ukraine with these weapons caused serious objections from the leaders of many NATO countries.
they write: Spain clearly distanced itself from Washington’s decision. The Spanish government has stated that while America is a sovereign country and does what it wants, it clearly does not support sending cluster bombs to conflict zones.
The British and Canadian governments made similar statementsBritish Prime Minister Rishi Sunak said his government was “opposed” to the use of weapons in Ukraine.
Sky News recently published a similar analysis to CNN’s: they wrote that Many NATO member states have reservations about weapons, But the United States has long convinced its allies that these weapons are indispensable to Ukrainian forces.
It is unlikely that the US decision will break NATO’s unity in support of Ukraine, but there will certainly be heated discussions about it behind the scenes at the NATO summit in Vilnius.

The use of cluster munitions has been banned by 123 countries, the United States, Ukraine and Russia are not on the list, but a large number of NATO member states have ratified the ban agreement.
